Waste Connections of Canada has started the environmental assessment (EA) for the proposed expansion of the Navan Waste Recycling and Disposal Facility landfill. The proposed landfill expansion will require the completion of a Comprehensive EA under the Ontario Environmental Assessment Act’s mandatory two-step process that includes a Terms of Reference (to be reviewed and approved by the Ministry of Environment, Conservation and Parks) and the second step, conducting the EA.
In addition to the required EA approval Waste Connections will also need Ministry of the Environment, Conservation and Parks (MECP) approval to amend its existing Environmental Compliance Approvals (ECAs). These are the operating permits that describe how the facility is run and MECP’s detailed expectations and requirements related to the ongoing operation of the site. There are separate ECAs which govern activities at the landfill prescribed under Section 27 of the Environmental Protection Act (waste), Section 9 of the Environmental Protection Act (air and noise), and Section 53 of Ontario Water Resources Act (OWRA) (stormwater management). The existing ECAs for the landfill can be found under the "Documents" section.

This study will be carried out according to the requirements of the Environmental Assessment Act. The first step of the process is the preparation of a terms of reference. The terms of reference will set out WCC’s framework and work plan for addressing the Environmental Assessment Act requirements when preparing the environmental assessment, including the alternatives that will be considered and the public consultation activities that will be carried out. If approved by the Minister of the Environment, Conservation and Parks, the terms of reference will provide the framework and requirements for the preparation of the environmental assessment.
Members of the public, Indigenous communities, agencies, and other interested persons are encouraged to actively participate in the planning process by attending consultation opportunities or by contacting staff directly with comments or questions. Consultation opportunities, including two open houses, are planned throughout the terms of reference planning process and will be advertised in local newspapers and through this project website at www.wasteconnectionscanada.com/ottawa-landfill/ea
